Covering a population of 725,091 spread over 37 districts, Toulouse Métropole offers new entrepreneurs a highly efficient network of business incubators, an innovative economic development plan and a range of ambitious projects (Open Métropole) to reinforce their visibility at global level.
Established in late 2012 as a result of an association between Toulouse Métropole and the Chamber of Commerce, Invest in Toulouse is the Métropole's economic development agency. Its objective is to reinforce the attractiveness of Toulouse Métropole among foreign businesses and investors, by creating a dynamic impulse with a long-term perspective.
Sicoval is the intercommunal structure covering the south-eastern area of the Toulouse region. Founded in 1975, Sicoval encompasses 36 districts, including Labège, which hosts the IOT Valley. It describes itself as a seed bed of experimentation.
The IOT Valley, created in 2009, is Toulouse's answer to the Silicon Valley. In a 5,000 m² building, 30 companies from the digital sector and 300 employees work alongside Sigfox, the world leader in the Internet of Things. On 3 February 2016, the association opened the "Connected Camp," a growth accelerator for startup ventures in the field of connected devices.
La Cantine is a permanent hub of digital activity, dedicated to the exchange of ideas, co-working and various practical trials. Supported by Toulouse Métropole and run by "La Mêlée" association, the Cantine is open to everybody. At Home is a collective working area located in Toulouse city centre. It aims to foster the development of fast-growing Toulouse-based startups.
Created in 2010, Direccte organisations (regional centres for the management of enterprises, competitiveness, consumerism, labour and employment) are regional structures set up by the government with the aim of boosting the growth of businesses.
Madeeli is the agency in charge of economic development, export and innovation. Created via the merger of the Midi-Pyrénées Innovation and Midi-Pyrénées Expansion teams, the agency's mission is to foster economic development throughout the new Occitanie region and boost innovation within businesses.

Attracting and facilitating the reception of international Tech talent
The French Tech Visa is a simplified and accelerated procedure to obtain a residence permit, first and foremost a Passport Talent, for eligible foreign talent. It will be launched in spring 2017.
It aims at international talents of Tech: founders and employees of foreign startups and scale-ups, employees of French scale-ups, foreign investors.
It is proposed by identified actors of the French Tech ecosystem (start-up incubators or accelerators, scale-ups or risk capital investment funds) to foreign talent they have accompanied or recruited in France.

Schoolmouv is a pioneering startup in the world of digital education: it created the first online academic support website. It has been part of the Toulouse startup ecosystem since 2013, was nurtured by the TBSeeds incubator, took part in the Cantine and was awarded a grant from French Tech. Schoolmouv is a dynamic member of the French Tech Toulouse startup community and succeeded in raising funds of €1M in 2016. With the aim of becoming the French leader in online academic support, it is developing its activities in conjunction with French Tech.
